Brief Description of the Project: Objectives of the research study are: to explore the current state of Madrasah education compared to general education in terms of equity and access, quality and relevance, governance and management; to identify the demand of the stakeholders at the demand and supply side; to identify reform issues to meet the 21st century challenges in considering regional and global good practices with a particular focus on the introduction of TVET issues; and to identify opportunities and challenges along with the way forward. Narrative Description of Project: The main goal of the project is to contribute to Bangladesh's agriculture smallholders, responsiveness and competitiveness in high value crops (HVC) production and marketing of fresh and/or processed products. The objective is to increase farmer income and livelihood through demand-led productivity growth, diversification, and marketing in a changing climatic condition. In order to achieve the goals and objectives of the project, different types of training, national and international research and foreign exposure visit are included in the Development Project Plan (DPP) to enhance the capacity of the management team. The objective of the training is to enhance the capacity of farmers in postharvest management and primary processing of high value crops. The specific objectives are: To develop training manual (both Bangla and English) on postharvest and primary processing of HVCs and get approval from project officials; To conduct training to farmers at project areas based on training manual by ensuring experienced resource persons and including DAM officials; To identify the need of the farmers and redesign, if necessary, the training modules to best serve the farmer queries; To assist farmers in processing HVCs practically and encourage entrepreneurship.

Brief Description of the Project: A project named “Project for Improvement of sustainable Water Supply, Sanitation and Hygiene System in Haor areas’’ is being implemented by the Department of Public Health Engineering (DPHE) under the MoLGRD&C, Government of Bangladesh. The project was approved in ECNEC meeting held on June 21, 2020. The overall objective of the project is to improve health and living standards of the local people by providing safe water supply, sanitation and hygiene in the haor area. Accordingly, to achieve the sustainable water supply and sanitation in the haor areas there was an item in the Project Proforma name “hygiene promotion through NGO” in this project to achieve the required coverage of water supply and sanitation of Haor project. For completing the hygiene promotional task, DPHE has contracted SBSS-SSUS-SDI JV Association partners. Objectives of the Consulting Services are to mobilize communities and enhance awareness for behavior change focusing hand washing, efficient use of safe water, hygiene practice, operation & maintenance of constructed water sources as well as toilets and fecal sludge management and demand creation to sustain the impact of these changes. The service includes: Conduct a sample survey or assessment on present WATSAN situation and develop a database; Designing and piloting behavioral changes & communication campaign focusing sustainability of services up to union level (340 unions); Training and capacity building for a selected number of user-group of Improved Toilet for mobilizing communities for sanitation and hygiene behavioral changes up to upazila level; Training and capacity building for the caretakers of different water points on O&M; and Training and capacity building for the faecal sludge management staffs on Hose Pipe function up to upazila level.

Brief Description of the Project: Ministry of Labour and Employment (MoLE) has taken “Eradication of Hazardous Child Labour in Bangladesh (4th Phase) Project” based on the Target 8.7 of the Sustainable Development Goals (SDGs) for elimination of child labour. The project will provide Non-Formal Education (NFE) and Skill Development Training (SDT) through Multipurpose Centres (MPCs) to 1,00,000 (One Lac) children aged between 10-16 years engaged in different hazardous works in Dhaka North and South City Corporation (CC), Chattogram CC, Cox’s Bazar Municipality, Rajshahi CC, Khulna CC, Sylhet CC including Jaflong, Rangpur CC, Haragach, & Peerganj Upazila of Rangpur District, Barishal CC, Cumilla, Faridpur and Mymensingh Municipality areas to shift them from hazardous works to decent one and mainstream education. The children will be identified from the above areas by the NGOs selected for NFE and SDT programme. SSUS was selected by MoLE as an implementing partner/NGO for the Dhaka North City Corporation to implement the NFE and SDT programme under supervision of MoLE.

Description of Actual Services Provided and will be provided by SSUS: Conducted Baseline Survey for selecting Children in the respective project area; Design and organize Multipurpose Centers (MPCs); Conduct training need assessment; Select children (493) for NFE and SDT from the specified areas engaged in identified “hazardous works”; Develop training module & syllabus and Prepare training schedule; Impart Non-Formal Education (NFE) for six months and Skill Development Training (SDT) for four months to the selected 493 children on various issues like tailoring, auto-mechanics, house wiring, welding, homestead furniture making and Discussion on health related issues: Discussion on various health issues and first aid i.e. how people can be safe from general diseases, what the ways of being cure are, how to help others in their health injury and so on; Motivate and aware parents/guardians/ employers of the selected children to cooperate and participate to make the programme a success; Supply syllabus and training & other materials to selected children; Ensure following uniform syllabus for NFE and SDT supplied by the project authority; Develop and submit Inception and IP Camera Report to PD Office; Keep regular coordination with PD Office; and Develop and submit the Training Completion Report and overall project completion report to the Project Director Office. Detailed Narrative Description of the Project: Bangladesh Forest Department (BFD) under the Ministry of Environment, Forest and Climate Change has received IDA loan for a period of 5 years (01 July 2018 to 30 June 2023) to implement Sustainable Forests & Livelihoods (SUFAL) Project. The overall objective of the project is to improve collaborative forest management and increase access to alternative income generation activities for forest-dependent communities in targeted sites. Project will implement following four components: Component-1: Strengthening Institutions, Information Systems and Training; Component-2: Strengthening Collaborative Forest and Protected Areas Management; Component-3: Increasing Access to Alternative Income Generating Activities (AIGAs), Forest Extension Services and Trees Outside Forests (ToF); and Component-4: Project Management, Monitoring and Reporting. For successful implementation of Component-3 (AIGAs), SUFAL project is planned to deploy seven (7) NGOs in seven different regions. The NGOs will work under the supervision of respective Divisional Forest Officer (DFO) to mobilize, organize and provide necessary trainings to the communities to prepare the AIGA plans, and support them during implementation. These activities will be implemented up to 600 villages covering about 40,000 households from approximately 300 Forest Beat. Out of targeted households 5000 will be from selected PAs. The activities will address the specific needs for women’s economic empowerment through focus group discussions with the poorest women and female-headed households including small ethnic minorities. SSUS is one of the contracted firms by the Bangladesh Forest Department to perform the activities of component 3 in Costal Chattogram and Costal Noakhali under the above-mentioned project.


Objective: The main objective of the assignment is to identify forest dependent communities following Community Identification of Poor’s (CIP) from forest conservation village, generate baseline information for preparing community profiling by feeding into the database, mobilize and organize participants in collaborative forest management. NGO will support in the formation of CFMC (local institutions), arrange capacity building training for sub-committee members of CFMC and make key members capable for running institutional functions and identify appropriate AIGAs following terms and conditions of community operation manual (COM). Each of the NGOs will work in close cooperation with concerned Range Officers and Beat Officers for awareness and leadership building of communities and engage them in forest patrolling for forest protection and conservation. 

Detailed Description of Actual Services Provided by Staff of SSUS: 

  • Collaborate with concerned DPD/APD and DFO to ensure smooth planning and operation of NGO activities according to the scope of services outlined in this ToR for approximately 36 Forest Beats including selected PA (Nijum Dwip) in Coastal Forest Division, Noakhali and Coastal Forest Division, Chattogram;

  • Conduct baseline survey of communities to select Forest Conservation Villages (FCVs) of the beat and Selected PA for poverty profile of each the household to identify forest dependent communities through CIP, including their levels of dependence on forests, assets and liabilities for identification of individuals for identification appropriate AIGAs under SUFAL Project to ensure sustainable livelihood framework;

  • Verify the direct drivers of deforestation of adjacent forest;

  • Develop community mobilization plans for each of the FCVs for forest and CMC for PA to let the community acquire the knowledge and skill to handle funds for community benefits as grants and recycle the funds among the members of their community to enhance their livelihood using AIGAs options. 

  • Prepare and implement annual plan in collaboration with DFO and his staffs;

  • Train and develop systems of record keeping of funds and expenditures including auditing for communities;

  • Train communities to be capable to self-select members for participating in collaborative forest and PA management, ensuring adequate gender balance, representation from ethnic minorities, deprived groups, etc. as outlined in COM and PA Management Rule 2017 respectively; 

  • Advise, educate, train and support communities in forming collaborative forest management committees (CFMCs) and CMCs where appropriate, which will undertake different functions related to their involvement in collaborative forest and PA management and collection of repayments from borrowers;

  • Identify and support the design and implementation of conservation focused alternative income generating activities (AIGAs). Help community members in planning proper use of funds borrowed from the project for a viable and relevant income generating activity, including analysis of and linkages to markets and banking/credit facilities;

  • Train and educate the communities in procuring goods and services, financial management, accounting and auditing for project-related activities;

  • Train and educate the community in participating in meetings, recording the meeting minutes, following up on decisions taken, etc. in connection with the building of more sustainable approaches to collaborative forest and PA management and the protection of natural resources;

  • Educate, train and help the community on keeping close liaison with local beat and range offices and if required on approaching the DFO’s office;

  • Collaborate with Community Mobilization Officer (CMO) while implementing field activities;

  • Maintain record of activities for periodic reporting of NGO activities including progress reporting;

  • NGO will have to ensure the capacity building of the sub-committee members satisfactory to DFO and PD to transfer fund to communities for utilization of AIGAs;

Brief Description of the Project: PRA is the process of involving local people in the analysis and interpretation of their own situation of a given rural area. For management of water resources, PRA is conducted to establish rapport with the village community as well as to identify and define problems for prioritization in the village itself. The main objective of this component is to perform baseline study to identify the state of the surface and ground water resources in the High Barind Region to Mouza Level through Participatory Rural Appraisal (PRA) approach for supporting operationalization of the Bangladesh Water Rules, 2018. The Specific Objectives are: To identify the water sources, present water use scenario and sectoral demand upto union/mouza level of the High Barind Region; To prepare detail assessment report of the baseline condition incorporating local people’s needs, views and preference on water resource management required for operationalizing the Bangladesh Water Rules, 2018; and To facilitate monitoring with a view to create improved environment for sustainable water resource planning and Management in the High Barind Region.

Description of Actual Services Provided by the staff of SSUS: Activities performed: Administration, Management and Master–Minding of all activities of the project. Study design, scheme design, implementation planning and operation of research programs. Effective coordination, planning and implementation of survey and research programs. Facilitation of knowledge-sharing and analyzing of primary and secondary data.

  • Conducted baseline study, identify the water sources, present water use scenario and sectoral water demand up to union/mouza level of the High Barind region through PRA process.

  • Conducted Focus-Group Discussion (FGD) meetings through PRA at mouza level; each meeting covered 15 mouzas, with 2 participants from each mouza. At least one-third of the participants were women.

  • Identified the current location and status of observation/monitoring wells and irrigation borehole logs for each union/mouza of the High Barind region.

  • Established baseline condition concerning population, natural resources, land use and farming systems, agricultural practices and their constraints and opportunities.

Detailed Narrative Description of Project: There are 63,601 Government Primary Schools providing free primary education along with several mass literacy programs. A report of the Directorate of Primary Education (2017) shows that current dropout rate of primary school children is about 18.4% and never enrolled rate is about 2%. According to this rate of dropout and never enrolled children, it is estimated that there are about 2.8 million out of school children of 8-14 years age group throughout Bangladesh. Though the GoB has taken various steps to provide primary education to all children of school going age, but due to poor socio-economic status of their parents/ guardians and geographical specificities a significant number of children are dropped out and never enrolled in the primary school.

Second Chance Education is a purposeful and systematically organized form of learning with flexibility in delivery, based on the requirement of educationally deprived out of school children to complete their primary education cycle. The interventions are designed in an effort to overcome the barriers and challenges causing dropouts. Second Chance Education program will play a crucial role alongside formal primary education main stream.

In order to achieve the goals and objectives of the project, different types of training, national and international research and foreign exposure visit are included in the Development Project Plan (DPP) to enhance the capacity of the management team. Detailed Narrative Description of the Project: Background: Coastal Embankment Improvement Project-I (CEIP-I) has been taken to protect the coastal area from high tides and frequent storm surges by increasing the resilience of the entire coastal population to tidal flooding as well as natural disasters. The main objective is to support the Bangladesh Water Development Board (BWDB) under CEIP-1 and activities are (a) Implementation of afforestation program especially in the fore-shore areas under social afforestation approach, (b) Social mobilization including setting up WMOs for introduction of 'Integrated Water Resources Management (IWRM) practices through preparation of Social Action plan, and (c) Implementation of the Integrated Pest Management (IPM) Plan. Detailed Narrative Description of the Project: Background: The Government of Bangladesh (GOB) has undertaken implementation of Padma Multipurpose Bridge Project for construction a road cum Railway Bridge over the River Padma at Mawa –Janjira points. Detailed Narrative Description of the Project: The current ROSC project was started as a pilot initiative to deliver formal primary education to out-of-school children through non-formal approach. The non-formal approach (community managed and monitored, flexible school hours, etc.) in ROSC is more suited for second chance education (for dropouts as well as never enrolled ones) compared to the conventional approach in PEDP III, already a very large sector supporting some 17 million students. The project titled “Reaching Out of School Children (ROSC-II)” is implemented by Directorate of Primary Education under the Ministry of Primary and Mass Education. Objectives of the Project: Overall objective of the ROSC II is to reduce the number of Out-of-School Children through equitable access, retention and completion in quality primary education in selected under- served areas. Detailed Narrative Description of the Project: Background: Department of Youth Development (DYD) under Ministry of Youth and Sports has undertaken/ assigned to implement a project titled ‘Strengthening Training Programme at Upazila Level for Creation of Employment and Self-employment Project (1st Revised)’ in 442 upazilas of 57 districts of Bangladesh to equip the youth by various skill development training. The project has the provision to impart training to 480 unemployed youths every year in each upazila and duration of training courses will be 07/14/21 days and the number of participants of each batch will be 40. Through the project a total number of 11,66,400 young women and men will be trained all over Bangladesh. Of them at least 8,16,480 youth will be brought under self-employment programmes directly help to reduce the poverty in rural Bangladesh. Through this project, the young people not only will be self-employed but the pace of economic development will accelerate in project areas. A revolving credit fund of Taka 100 crore will be disbursed as loan to the beneficiaries and it will be recovered with a service charge@10%. The credit disbursement and recovery procedure will be guided by an approved Manual of DYD. The service charges will be utilized for operating the project activities after completion of the project. For this purpose, separate bank accounts will be maintained. Periodic financial statements will be submitted to the concerned authorities. Major components of the project: Training, revolving credit fund, procurement of vehicle & furniture, procurement of appliance & equipment, procurement of computer & accessories. Brief Description of the Project: Bangladesh Agricultural Research Institute (BARI) is the agricultural research organization in Bangladesh operating in various fields of agricultural research and development including wheat, maize, potato, spices, fruits, vegetables and flowers. Brief Description of the Project: 

Erosion and flooding are common shocks on the chars. Sometimes river erosions occur extremely quickly, increasing the vulnerability of affected families. Social problems including incidences of dowry, early marriage, divorce, violence against women are reported to be much higher on the chars than the mainland. Char households suffer not just from a lack of income or assets; they also experience limited access to healthcare, education services, markets and other government institutions, and inadequate infrastructure. Most char households are reliant on daily wage employment for survival. They are particularly sensitive to seasonal income and consumption trends and are considered the most food insecure in Bangladesh. The depressed employment period between the planting and the harvesting of the aman (rice) crop from September to November is associated with monga (seasonal hunger). Monga itself can be prolonged and intensified due to a number of factors including the severity of the near annual preceding floods and monsoon, and changes in the weather patterns and timing due to climate change. Malnutrition is also widespread on the chars and is caused by both an inadequate diet (quantity and quality), poor sanitation, hygiene behaviour and conditions. Malnutrition limits proper cognitive development in children. Prolonged chronic under-nutrition has multiple long-term implications. For health services, char people are largely dependent on non-qualified village doctors. Social development, Social protection, Primary health care and family planning, Village savings and loan, direct nutrition intervention aiming to expand the provision of basic services on the chars, raise the knowledge and awareness level so that people can fight against the prevailing social ills, protect households against shocks such as erosion and other natural calamities, improve the nutritional status of char people. 

Description of Actual Services Provided by SSUS:

Changing hygiene behaviours and ensuring improved WASH outcomes;

Brief Description of the Project: EFA Summit on Nine High Population Countries held in New Delhi in 1993, the Government of Bangladesh was committed to achieve 62% literacy by the year 2000 AD. To fulfill the commitment, Ministry of Primary and Mass Education (MoPME) through Directorate of Non-Formal Education (DNFE) undertook 4 NFE projects including Post Literacy and Continuing Education projects.

The purpose of post literacy and continuing education project is (as the name suggests) to provide post literacy and continuing education to the neo literate covered under different Non-Formal Education projects and any others program organized by CBAs or NGOs and primary school dropouts. In the post literacy course the objective is to consolidate, upgrade and fine-tune the acquired skills of neo literate and in the continuing education course the objective is to provide them with skill training from the list of available and suitable skills considering the market demand and supply situation. The post literacy course will virtually work as a bridge between basic literacy and continuing education and will facilitate the basic literate to go for continuing education. Continuing education is a broad concept, which encompasses all learning opportunities. In this project the continuing education course includes skill training, awareness as well as increased practice of basic literacy skills by the neo literate. The purpose of continuing education is to improve the quality of life of the learners through enhanced income and greater enlightenment, which would lead to general development of the quality of life of the learners and the society as a whole.

This project was very adoptable in Senbag & Noakhali district for mitigation the arsenic problem. People were suffering lot for arsenic problem and finally they were been affected specially in Kidney and skin diseases for reduction of disease protection power. This problem was spread out in these areas as an epidemic. SSUS then approach them with hygiene, sanitation and pure water facilities funded by Danida to rescue them. Baseline Survey: Before inception this program we built a survey around the components of the value tree. We conducted this survey to rate overall satisfaction with each attribute on a scale of 1 (not at all satisfied) to 10 (completely satisfied). We provide ratings for each group of beneficiaries of the value tree, including the overall sum of "all the things get from the community." We followed a bunch of questionnaires to conduct the survey and get the expected result. Brief Description of the Project: Arsenic is everywhere in nature. It is one of many natural elements found in air, water, and soil, and virtually all crop plants take up arsenic. There are trace amounts of arsenic in nearly all of the foods and beverages we consume, including vegetables, fruits, juices, rice, grains, seafood, meat, and wine. Arsenic is highly toxic in its inorganic form. Contaminated water used for drinking, food preparation and irrigation of food crops poses the greatest threat to public health from arsenic. Long-term exposure to arsenic from drinking-water and food can cause cancer and skin lesions. Arsenic occurs naturally in a variety of foods such as fruits, vegetables, grains and fish. It is also detected in drinking water. Most recently, low levels of arsenic have been detected in rice and juice products. There are two types of arsenic found in food: organic, which presents almost no human health threat; and inorganic, which can pose health threats if consumed at high levels. The level of inorganic arsenic typically found in food, and particularly in rice, is so low it is measured in something called "parts per billion." Considering the situation, Ministry of Science, Information and Communication Technology conducted a research study on the “Arsenic Entrance of the human Food chain through intake of fruits and horticultural crops”.

Narrative Description of Project: 

Non formal education program was been adopted in Bangladesh by extending learning opportunities to youth and adults who have never gone to school or were dropped out of school before acquiring sufficient literacy sails. The focus of this program is on rural man and women in the economically productive age range of 11-45 years with the intervention of this program the side is to raise the overall level of literacy. It is simultaneously both and educational and development challenge.

Narrative Description of Project: As part of its plan to free the country form the curse of illiteracy and thereby achieve the national goal of “Education for All’’ the government has launched Non-Formal Education Programme under the project titled ‘’Non-Formal Education Project-2’’ with the financial assistance from NORAD and SIDA. Directorate of Non-Formal Education is the executing agency of this project with the Project Implementation Unit (PMU) in-charge day-to-day implementation and management of the project. The main objectives of the project are: 1) Strengthening institutional structure and capacity of Non-formal Education and 2) Provision and expansion of non-formal education programme to young adults (15-24 years old). Directorate of Non-Formal Education (DNFE), a Government program for elimination of illiteracy from the country, identified 414 nos. NGOs to work in the Non-Formal Education (NFE) Sector. SSUS is one of those NGOs, who have been worked with DNFE. According to population census of Bangladesh in 1990, the literacy rate was 24.6% which has now (2003) increased to 51%. This was possible due to favorable government policy related to mass literacy.

Description of Actual Services Provided in the Assignment:  

Under this project SSUS provided literacy to male and female in adult literacy centres in the project area. SSUS established 30 learning centres and conducted literacy, provided literacy and post literacy training to the 900 learners. SSUS provided the following specific services: arranging physical facilities and establishment of the allotted number of centers; conducting baseline survey and selection of learners; recruiting teachers and supervisors as per rule and keep a panel of teachers/supervisors for replacement (if required); contribute fund, arrange accommodation and provide facilities for training of teachers in the project area; receiving supplies from DNFE and procuring teaching/learning materials; take proper action against the concerned teachers and supervisors where the rate of drop-out exceed 5%; maintaining accounts properly, using double entry system cash book, ledger, bills, voucher, guard files etc.; keeping all original vouchers and receipts to expenditure made from the fund received from PIU/DNFE; constituting a centre management committee (CMC) for managing and monitoring the activities of the centers; monitoring, supervision and evaluation of the programme; involve the target group in income generation/poverty alleviation activities during implementation of the programme; social mobilization in the concerned area; facilitate field visits of DNFE/Donors representatives and other staff to the centres and project area; appoint an official within the project thana for smooth communication; submission of a statement within 15 days of centre opening date covering address of centers including list of learners, teachers, supervisors, logistics with quantity and cost; submit desired MIS reports as per prescribed formats of DNFE. Overall, under this project SSUS conducted literacy, post-literacy and awareness raising sessions for 900 adult children aged 15-24 years.
